Oportunidades de Pesquisas Potenciais sobre Avaliação de desempenho na Gestão Pública

Abstract


Objetivo: Analisar as oportunidades para pesquisa sobre avaliação de desempenho (AD) no período de 2010 a 2016 e identificar como o sistema de avaliação de desempenho contribui na eficiência e eficácia, no âmbito da gestão pública.

Metodologia: O método aplicado foi o ProKnow-C, de Ensslin, Ensslin, Lacerda e Tasca (2010) - para coleta de dados, e o software Endnot para organizar e gerenciar os dados coletados.

Descobertas: Os resultados destacam contribuições sobre eficiência e eficácia na gestão pública, mas não revela estudos sobre AD com uso de indicadores. Além disso, não se encontrou estudos empíricos, sobre AD com aplicação de técnicas de gestão de contabilidade gerencial, reengenharia de processos, custos, orçamento, qualidade de serviço público e indicadores de desempenho.

Limitações: A concentração em período de sete anos, única base de dados (Web of Science) e busca por palavras chaves (método ProKnow-C).

Implicações: Esta pesquisa abrange estudos teóricos e empíricos sobre AD na gestão pública. Será de grande utilidade para pesquisadores que pretendem desenvolver estudos com pouca ou nenhuma investigação na gestão pública. Este estudo será mais útil aos pesquisadores de gestão organizacional, sobretudo, pública, professores e estudantes.

Originalidade: Pesquisas sobre AD na gestão pública tentam explicar eficácia dos gastos públicos, mas terminam concluindo com sugestões teóricas sem quaisquer fundamentos empíricos, em sua maioria, embaraçando eficiência com eficácia. Este estudo contribui para a literatura, porque apresenta lacunas de pesquisas sobre AD na gestão pública.

Title: "Potential Research Opportunities on Performance Assessment in Public Management"

Abstract

Purpose: To analyze the opportunities for performance appraisal (DA) research from 2010 to 2016 and to identify how the performance appraisal system contributes to efficiency and effectiveness within public management.
Methodology: The method applied was ProKnow-C, by Ensslin, Ensslin, Lacerda and Tasca (2010) - for data collection, and Endnot software to organize and manage the collected data.

Results: The findings highlight contributions to efficiency and effectiveness in public management, but do not disclose AD studies using indicators. In addition, there were no empirical studies on AD applying management accounting management techniques, process reengineering, costs, budgeting, public service quality and performance indicators.

Limitations: Concentration over a seven-year period, single database (Web of Science), and keyword search (ProKnow-C method).

Implications: This research covers theoretical and empirical studies on AD in public management. It will be of great use to researchers wishing to develop studies with little or no research in public management. This study will be most useful to organizational management researchers, especially public, teachers and students.

Originality: AD research in public management attempts to explain the effectiveness of public spending, but ends up with theoretical suggestions without any empirical foundations, for the most part effectively embarrassing efficiency. This study contributes to the literature because it presents research gaps in AD in public management.
